The Standards of Cover report 2022 Volume 1 and Standards of Cover 2022 Volume 2 serves as the Novato Fire District (NFD) Integrated Risk Management Plan:

The Commission of Fire Accreditation International (CFAI) defines the process, known as deployment analysis, as a written procedure which determines the distribution and concentration of fixed and mobile
resources of an organization. Distribution of resources means we are in the right positions scattered throughout the community and Concentration means we have enough resources to meet the calls that will most likely occur.

The purpose for completing this document is to assist the NFD in ensuring a safe and effective response force for fire suppression, emergency medical services, and specialty response situations in addition to homeland security issues.

Creating an Integrated Risk Management Plan – Standards of Cover requires that a number of areas be researched, studied, and evaluated. The following report will begin with an overview of both the community and the NFD.

Following this overview, the NFD will discuss areas such as risk assessment, critical task analysis, agency service level objectives, and distribution and concentration measures.

The NFD will provide documentation of reliability studies and historical performance through charts, maps, and graphs. The report will conclude with policy recommendations.
